Why is it so hard to find a pain management doctor when you are terminally ill?

Private asked: My own cancer doctor has asked me to find another doctor to manage my pain and anxiety because he does not like prescribing Narcotics and Xanax. I have found that those that dont have anything physically wrong obtain these doctors easily.ERNESTO
